Chelsea Beilharz leads Xelerate’s service delivery and recruitment operations, bringing more than a decade of experience in talent acquisition and client leadership. She oversees some of the firm’s most complex engagements, driving operational excellence and ensuring consistent, high-quality results for clients in the healthcare and healthcare sectors.
Her leadership has been a key factor in Xelerate’s continued industry recognition, including multiple Best of RPO awards from ClearlyRated. In 2024, Chelsea was named an Influential Woman in RPO by the Recruitment Process Outsourcing Association, reflecting her impact across the industry.
Chelsea holds an MBA in Organizational Leadership from The University of Findlay. She brings a thoughtful, data-informed approach to optimizing recruitment processes and building scalable delivery models. As a mentor and leader, she’s known for setting high standards and supporting the growth of both her clients and her teams.
As Vice President of Analytics, Tools, and Resources, Coleen Cincotta leads Xelerate’s efforts to harness data and technology in support of recruitment performance and strategic decision-making. She oversees company-wide reporting systems, drives analytics initiatives, and evaluates emerging tools to ensure Xelerate stays ahead in a rapidly evolving talent landscape.
Since joining the team as a Lead Recruiting Consultant, Coleen has helped shape scalable systems that support both high- and low-volume recruiting needs. Her progression into an executive leadership role reflects the value she brings through a blend of analytical rigor and operational insight.
Coleen plays a critical role in aligning data strategy with business goals, helping clients and internal teams make smarter, more informed decisions that drive results. Her work supports Xelerate’s commitment to innovation, accountability, and measurable impact.
Angela Parsons brings over a decade of leadership across talent acquisition, human resources, and sales. As Partner and Chief Sales Officer at Xelerate, she has played a central role in the company’s triple-digit growth—expanding both revenue and team scale while helping clients transform the way they approach recruiting.
Her background includes leading business development, market expansion, and M&A transitions, with a consistent focus on delivering measurable client success. Before joining Xelerate, Angela held executive positions at CDR Assessment Group and Insperity, where she drove record-setting performance across national accounts.
Angela holds dual degrees in Economics and Mathematics from Missouri State University and a Master’s from Temple University. A former Division I athlete, she brings the same competitive spirit to her work that earned her honors like the SmartCEO Executive Management Award and Woman of the Year recognition from Philly/Jersey Man magazine.
She currently serves on nonprofit boards focused on entrepreneurship and youth development, including After-School All-Stars, Economics PA, and The Center for Grieving Children.
Since founding Xelerate in 2004, Emily Biscardi has led the company with a clear focus on aligning recruiting strategies with business growth objectives. Drawing on her background in psychology and her experience building scalable, high-impact talent acquisition programs, she continues to guide Xelerate’s vision, strategy, and service delivery.
Emily is a graduate of the Goldman Sachs 10,000 Small Businesses program and holds a Master’s degree in Psychology from Drexel University. She is actively engaged in the entrepreneurial and philanthropic communities, with leadership and board experience at organizations including the Philadelphia100® Forum, the Forum of Executive Women, and Impact100 Philadelphia.
Her work has been recognized with honors such as the SmartCEO Brava! Award and the SmartCEO Hall of Fame Award. Under her leadership, Xelerate has received the Best of RPO award for six consecutive years.
