Chelsea Beilharz serves as the Vice President of Service Delivery and Recruitment Operations at Xelerate LLC, a premier Recruitment Process Outsourcing (RPO) firm specializing in healthcare and behavioral health sectors. With over a decade of experience in talent acquisition, Chelsea has successfully managed and expanded some of Xelerate’s most complex client accounts. Her strategic leadership has been instrumental in Xelerate’s recognition, including the ClearlyRated’s Best of RPO award for five consecutive years.

In 2024, Chelsea was honored as an Influential Woman in RPO by the Recruitment Process Outsourcing Association, acknowledging her significant contributions to the industry . She holds an MBA in Organizational Leadership from The University of Findlay, equipping her with a strong foundation in business and leadership principles.

Chelsea’s approach combines data-driven strategies with a deep understanding of client needs, leading to enhanced recruitment processes and outcomes. Her commitment to excellence and innovation has not only advanced Xelerate’s mission but also set new standards in the RPO industry. As a mentor and role model, she continues to inspire professionals within and beyond her organization.

Coleen Cincotta is the Vice President of Analytics, Tools, and Resources at Xelerate, where she leads strategic initiatives in data analysis, reporting, and technology innovation to enhance recruitment performance and client outcomes. With a deep focus on identifying trends and patterns in client engagement data, she ensures that operational decisions are data-informed and results-driven. Coleen manages and maintains core company reporting systems and databases while driving reporting across the organization. She also researches and evaluates new technologies and recruiting tools to keep Xelerate at the forefront of the industry.

Throughout her tenure, Coleen has been instrumental in building scalable systems that support both low- and high-volume recruiting environments. Coleen has grown within the company from Lead Recruiting Consultant to a key member of the executive team, reflecting her dedication and impact. She is known for combining analytical expertise with strategic foresight to support client outcomes. Coleen’s leadership helps ensure that Xelerate remains a data-forward organization committed to delivering measurable results. She plays a critical role in aligning analytics with business priorities to support long-term growth and innovation.

Angela Parsons is an accomplished Talent Acquisition, Human Resources and Sales leader with a decade of experience driving performance, revenue growth, and operational excellence for companies of all sizes. As a Partner and Chief Sales Officer at Xelerate, she has led the company through triple-digit growth, scaling both revenue and team size while redefining how clients approach talent acquisition.

Her track record includes successfully opening new markets, leading companies through acquisition, and building high-performing sales strategies rooted in client success. Prior to Xelerate, Angela held leadership roles with CDR Assessment Group and Insperity, where she consistently broke sales records and delivered exponential growth.

A former Division I collegiate soccer player, Angela graduated Magna Cum Laude from Missouri State University with dual degrees in Economics and Mathematics, and later earned her Master’s from Temple University. Her contributions to business and the community have been recognized with the SmartCEO Executive Management Award and Philly/Jersey Man Magazine’s Woman of the Year honor.

Outside of work, Angela actively serves on boards supporting entrepreneurship and children’s causes, including After-School All-Stars, Economics PA, and The Center for Grieving Children. She was also crowned Mrs. Pennsylvania in 2014.

Emily Venable Biscardi is the Founder and CEO of Xelerate, LLC, a provider of outsourced recruiting solutions that leverage data-backed insights to improve revenue and bottom-line profitability for healthcare organizations. Since founding Xelerate in 2004, Emily has remained focused on designing and implementing solutions that fill the gaps in corporate recruiting programs. She is passionate about aligning talent acquisition strategies with business growth goals and delivering value-add, consultative services that produce measurable outcomes. Xelerate is a certified woman-owned business and has earned the Best of RPO award for service excellence six consecutive years.

Emily is a graduate of the Goldman Sachs 10,000 Small Business program and holds a Master of Arts degree in psychology from Drexel University. A passionate advocate for entrepreneurship, Emily previously served as Co-President of the Philadelphia100® Forum, a nonprofit membership organization of CEOs from growth-focused businesses. She continues to support the entrepreneurial community through her ongoing role on the Philadelphia100® Awards Committee. Her past board positions also include the Forum of Executive Women and Impact100 Philadelphia, a nonprofit focused on women-led collective philanthropy. Emily is the recipient of the SmartCEO Brava! Award and the SmartCEO Hall of Fame Award.
